This is Galarian Zigzagoon, card 105/193 from the Japanese Mega Dream EX set, in its Dusk Ball variant. The Galarian form of Zigzagoon has a black and white coat that sets it apart from the standard Hoenn version, and it is the first stage in the line that leads to Obstagoon. As a Japanese print, it carries the artwork and text as released for the set.

This is the Dusk Ball version, part of the Poke Ball pattern series where the card background is filled with a repeating ball motif rather than the usual art.
