This is Galarian Obstagoon (161/264) from the Fusion Strike set, one of the larger Sword and Shield era expansions. The card has a Holo finish, giving the artwork window a reflective shine against the standard borders.
Obstagoon is a Pokemon that evolved from the Galarian form of Linoone, so this regional version differs in design and feel from anything in the older regions.
