This is Flapple from Shining Fates, numbered SV013/SV122 within the set's Shiny Vault subset. The Shiny Vault was the main attraction of Shining Fates, gathering a run of shiny Pokemon under a single sparkling holo treatment that set builders recognise straight away.
Flapple is the Apple Wing Pokemon introduced in the Galar region, evolved from Applin and known for its apple-and-dragon design.
