This is Farfetch'd, card number 083/165, a Reverse Holo from the English 151 set. On a reverse holo the foil runs across the card body instead of the artwork window, so the whole frame shimmers while the illustration keeps its standard finish. It is a distinct printing from the regular non holo version of the card.
The 151 set returns to the original Kanto Pokedex and its first 151 Pokemon, which has made it a steady favourite among collectors with an eye for the classic roster. Farfetch'd is a well known Kanto Pokemon from the first generation, recognisable for the leek it carries.
Collectors seek the reverse holo because it gives the card a different look to the base print and forms part of a complete reverse holo run of the set. Sharp, well centred copies are the goal for set builders, as reverse holo surfaces tend to reveal handling more easily.
