This is Ethan's Pichu, card number 071/182, a Common Reverse Holo from the English Destined Rivals set. Ethan's Pichu is a Character's Pokemon card, a type that ties a Pokemon to a named trainer from the games, in this case Ethan, giving the card extra flavour for fans of the series.
Destined Rivals is a Scarlet and Violet era set built around the rivalries between trainers, which is where the Character's Pokemon theming comes from. The Reverse Holo treatment gives this card a different look to the standard version: the foil covers the card body rather than the artwork window, so the whole frame shimmers while the picture stays standard. It is a separate printing from the regular non holo copy.
