This is Espeon EX from Terastal Festival EX, a Japanese expansion in the Scarlet and Violet era. It is a Double Rare, the tier that holds EX cards in their textured holo finish. The EX designation marks a high HP Pokemon with strong attacks, balanced by the rule that knocking it out awards the opponent extra prize cards.
Espeon is one of the most popular members of the Eevee family, and its sleek design has made it a long-standing favourite among collectors who follow the Eeveelutions. A Double Rare Espeon EX gives that fan-favourite Pokemon a feature slot with the polished holo treatment collectors look for.
