Electrike 196/182 comes from Destined Rivals, a Scarlet and Violet era English set known for its deep roster of special art cards. This is the Illustration Rare version of Electrike, a treatment that gives the card full art framing and a scene built around the Pokemon rather than a standard bordered portrait.
Illustration Rares have become one of the most collected card styles in the modern game. Artists are given room to place the Pokemon in its own setting, so each one reads more like a piece of artwork than a simple game card.
