This is Electivire ex, card number 069/182 from Destined Rivals, a Scarlet and Violet era set. As marked by the tags, this card is a Double Rare, the rarity used for the ex cards in this era. The ex mechanic returns the classic lowercase ex style to the modern game, giving these Pokemon higher HP and powerful attacks in exchange for the opponent taking extra Prize cards when they are knocked out.
