This is Eevee, numbered SV41/SV94 in the Shiny Vault subset of Hidden Fates. The Shiny Vault was the standout feature of Hidden Fates, a curated collection of shiny Pokemon that sat outside the main set numbering, and the SV prefix identifies each card as part of that subset.

This Eevee is a Shiny Holo Rare, which the Baby Shiny tag reinforces. Baby shiny is the collector term for a shiny version of a regular, non evolved Pokemon shown in the standard card frame rather than as a full art, and these have become very popular for their clean, classic look.
