This is Eevee EX from Terastal Festival EX, a Japanese expansion in the Scarlet and Violet era. It is a Double Rare, the rarity tier that houses EX cards in their textured holo treatment. The EX designation marks a high HP Pokemon with strong attacks, offset by the rule that it hands an opponent extra prize cards when knocked out.
Eevee is one of the most loved Pokemon of all, prized for its many evolution paths and its appeal across both players and collectors. An Eevee EX is uncommon in itself, since Eevee usually appears as a basic supporting card rather than a feature, so a Double Rare printing carries plenty of interest.
As a Japanese card from a celebration set built around the Terastal theme, it suits collectors who favour the original language run and want a centrepiece Eevee. It fits neatly into an Eevee-line collection or a Terastal Festival set build.
