This is Eelektross, card 032/086 from Black Bolt, an English set that leans into the Unova era of Pokemon. As the final stage of the Tynamo line, Eelektross sits within the main set numbering and brings one of the more distinctive Unova designs to the release.
This copy carries the Poke Ball pattern, a reverse style finish where Poke Ball icons are worked into the foil across the card frame while the central artwork stays standard. These patterned reverse cards are a popular collecting target because they give a familiar Pokemon a different look and add variety to a set run.
