This is Duraludon, card 121/193 from the Japanese Mega Dream EX set, in its Friend Ball variant. Duraludon is the alloy Pokemon from the Galar region, well known for its skyscraper inspired design, and it is the Pokemon that later gives rise to Archaludon. As a Japanese print, it carries the artwork and text as released for the set.

This is the Friend Ball version, part of the Poke Ball pattern series where the card background is filled with a repeating ball motif in place of the standard art.
