Drops in the Ocean (021/034) is part of the Classic Collection, the special card list that shipped with the 2023 Trading Card Game Classic boxed set. The CLB code and the Blastoise Deck tag place it within the Blastoise themed deck, one of three preconstructed decks designed to capture the spirit of the game's earliest days in a modern, collectable form.
This is a Trainer card rather than a Pokemon, the kind of support card that helps you set up and draw through your deck during a match. It sits within a tight 34 card list, so its number falls inside the set and it is a standard card rather than a secret rare.
Collectors look for Classic Collection cards because the release was only available inside the premium TCG Classic set, which keeps singles from it scarcer than everyday booster pulls. Drops in the Ocean is a natural addition to a Blastoise Deck build or a complete Classic Collection set.
