This is Drampa from Cyber Judge, a Japanese set release. As a Japanese language print, the card carries the original artwork and text from the set rather than an English version.
The Art Rare tag is what sets this one apart. Art Rare cards feature a full illustration that covers the whole card, framing the Pokemon in a complete scene rather than the usual portrait layout. The collector number 083/071 sits above the main numbered set of 071, which is standard for these illustration focused cards added beyond the base numbering.
