This is Dragapult EX, card 134/193 from the Japanese Mega Dream EX set. Dragapult has been one of the most popular Pokemon for both collectors and competitive players since its debut, and its ex cards are always in demand. This Japanese print shows the artwork and text as released for the set.
The card is a Double Rare, identified by the two black star symbols used for ex cards in the current era. Double Rare ex cards feature stronger Pokemon and sit above the standard rares in a set, which is part of why they are so widely chased. Dragapult in particular has a strong following, so its ex cards tend to be cornerstone pieces in many collections.
