This is Dipplin from Twilight Masquerade, numbered 170/167. Because the first number is higher than the set total of 167, the card sits beyond the main checklist, and the Illustration Rare classification marks it as one of the special art cards printed outside the regular numbering.
Illustration Rares set the Pokemon within a complete scene, giving the card a more artistic feel than the standard version. Dipplin was a newer Pokemon at the time of the set, and the Illustration Rare format gives it a characterful, scene based design that collectors enjoy. Twilight Masquerade built its identity around its masquerade theme, and the Illustration Rares are among its most followed cards.
Collectors look for Illustration Rares such as this Dipplin because they present Pokemon in detailed artwork and appear less often than the common prints. It makes a pleasing target for anyone collecting the art focused cards from Twilight Masquerade or following Dipplin as a newer addition to the series.
