This is Dewott, card number 022/086 from the White Flare set, in English. This version carries the Poke Ball pattern, a reverse holo style where repeating Poke Ball motifs fill the card surface and give it a distinct look next to the standard printing.
Dewott is the evolved form of the Unova starter Oshawott, sitting between Oshawott and its final form Samurott. As a middle stage Pokemon, it is a familiar part of that line for fans of the Unova region, and the Poke Ball pattern finish gives collectors a particular version to chase from the set.
