This is the Japanese Dark Patch Reverse Holo, card number 135/172 from the VSTAR Universe set. Dark Patch is a Trainer card rather than a Pokemon, a long running support item used to accelerate energy in play. The reverse holo treatment places the foil across the card frame, giving it a different finish to the standard print of the same number.
VSTAR Universe is a large high class Japanese expansion that pulled cards and mechanics from across its era into one set, which makes it a favourite for collectors after a wide ranging run.
