This is Crustle, card number 014/193 from the Japanese Mega Dream EX set. As a Japanese release, it features the original Japanese artwork and text printed for the home market, which collectors often favour for the look and finish of the Japanese cards.
The Holo tag tells you this is a holofoil version, with the foil applied across the artwork so the panel glints and shifts as you move it in the light.
