This is Cinderace ex, a Japanese card numbered 018/102 from the Stellar Miracle set. As an ex card it features one of the powerful Pokemon ex mechanics introduced in the Scarlet and Violet era, where these cards bring higher HP and stronger attacks in exchange for giving up extra prizes when knocked out.
The card is listed as Double Rare, the rarity tier used for Pokemon ex in this period. Double Rare ex cards carry a full foil treatment and sit a step above the regular rarities, which makes them a popular target for both players and collectors.
