This is Charmeleon, card number 2/70 from Dragon Majesty, here in its Reverse Holo printing. The tags confirm it is an English language Uncommon, with the reverse holo finish applying the shine to the card frame rather than the artwork window.
Charmeleon is the middle stage of the well loved Charmander line, which keeps it in steady demand among collectors who follow that evolution chain.
