This is Charmeleon 027/197 from Obsidian Flames, the English Scarlet and Violet era set known for its strong selection of popular Pokemon. Charmeleon is the middle stage in the well loved Charmander line, which keeps it on the radar of collectors who follow that family.
This copy is the Reverse Holo version. On a Reverse Holo the holographic pattern covers the card border and frame rather than just the picture window, so the whole card shimmers while the illustration stays standard. Reverse Holos are printed for many cards in the set, which makes them a popular way to build a parallel collection. The 027/197 number places Charmeleon within the main numbered run of Obsidian Flames.
