This is Caterpie Reverse Holo 1/68 from Hidden Fates, an English Sun and Moon era set. Caterpie is the worm Pokemon from the first generation and one of the first catches many trainers remember, which gives it lasting nostalgic appeal among collectors of the original Kanto Pokemon.
This copy is a Reverse Holo, meaning the holographic foil covers the card frame and background while the artwork itself keeps a standard finish. Reverse Holo cards offer a different look to the regular print and are popular with collectors who enjoy assembling a complete reverse set.
