This is Cafe Master, card number 271/184 from the Japanese VMAX Climax set. As a Trainer card it is played from the hand for its in game effect rather than being a Pokemon, and it represents one of the supporting characters that bring flavour to the wider Pokemon world.
Because the first number in the collector code (271) exceeds the set total (184), this is a secret rare, a card numbered beyond the base set and printed as a special chase card. It carries the Super Rare treatment, which on Trainer cards from this era means a full art style finish where the character artwork extends across the whole card with a textured foil.
