This is Buneary, card number 083/131, from Prismatic Evolutions in the Poke Ball pattern. Buneary is the small, springy rabbit Pokemon from Sinnoh, a cheerful character that has stayed popular thanks to its connection to Dawn in the animated series and its evolution into Lopunny.
The Poke Ball notation marks this as the Poke Ball reverse holo pattern, a special foil variant in which Poke Ball motifs are stamped across the holographic surface. Prismatic Evolutions ran several of these patterned variants, and collectors enjoy chasing them because each common and uncommon card gains a distinct, decorative finish.
