This is Bulbasaur from Stellar Crown, the Illustration Rare numbered 143/142. Because the collector number (143) is higher than the set size (142), this card sits in the secret rare range, printed beyond the main checklist. Stellar Crown is a Scarlet and Violet era set, and its Illustration Rares are collected for the way they place each Pokemon in a detailed scene.
Illustration Rares move away from the standard bordered frame and give the artwork room to tell a small story, which is why they have become a favourite subset for art focused collectors. Bulbasaur is one of the original starters and a long standing fan favourite, so seeing it given the Illustration Rare treatment in Stellar Crown adds plenty of appeal.
If you collect the starters or are building a Stellar Crown art run, this Bulbasaur Illustration Rare is a card to recognise and keep.
