This is the Rainbow version of the GX card, finished in the bright multicolour foil that defines the Rainbow Rares of the era. The GX mechanic gave these Pokemon a single powerful GX attack to be used once per game, and Blastoise as a classic first generation favourite carries plenty of nostalgia into that frame.
