This is Blaine's Last Stand, card 52/68 from Hidden Fates, an English set celebrated for its Kanto themed roster and the sought after Shiny Vault subset. The naming and effect style point to a support card built around Blaine, the Cinnabar Island gym leader, rather than a Pokemon that comes into play.
This copy is the Reverse Holo version, which gives the card border and frame a foil shimmer while the main artwork stays standard.
