This is Bill, card number 018/034, from the Trading Card Game Classic release, specifically the Venusaur Deck (CLB). Bill is a Trainer card rather than a Pokemon, one of the most recognisable Supporter style cards in the hobby thanks to its long history of helping players draw extra cards and keep a deck moving.
Trading Card Game Classic brought back a curated selection of cards in a premium, collector focused format built around three preconstructed decks. The Venusaur Deck is one of those decks, and cards from it carry the CLB code that ties them to this release rather than to any of the original sets the artwork first appeared in.
For collectors, Bill is a nostalgic favourite that bridges the earliest days of the game and this modern reissue. This CLB copy is a great addition for anyone building the Trading Card Game Classic decks or collecting classic Trainer cards.
