This is Bede, card number 124/159 from the Crown Zenith set. Bede is a Trainer Supporter card built around the character of the same name from the Galar region, rather than a Pokemon. Supporter cards let a player use a special effect during their turn and are a core part of how decks are built.
This copy is the Holo version, so the card carries a foil finish across its design that catches the light and lifts it above the plain non holo printing. Crown Zenith was a special set that gathered a wide range of cards together, and the Holo Trainers from it are popular with collectors who enjoy the character artwork.
