This is Arven, card number 166/198 from the Scarlet and Violet Base Set, in its Reverse Holo treatment. Arven is a Trainer card based on one of the well known characters from the Scarlet and Violet world, so it supports your deck with an in game effect rather than acting as a Pokemon. Character Trainers are a favourite among collectors who enjoy the personalities behind the games.
The Reverse Holo version applies the foil shimmer to the card border and background rather than the artwork itself, giving a different finish to the same card found in the standard run.
