This is Altaria GX, card 72/70 from Dragon Majesty, the Sun and Moon era special set released in 2018. Dragon Majesty was a smaller, dragon themed set, and Altaria fits that focus perfectly as one of its featured Pokemon.
The GX mechanic defined the Sun and Moon era, giving chosen Pokemon a powerful one time GX attack along with full art designs. This version carries the Rainbow finish, a shimmering multicoloured texture applied across the whole card, reserved for the highest rarity slots in the set.
The 72/70 numbering runs past the base set size of 70, which confirms this Altaria is a Secret Rare sitting beyond the main set. Rainbow Rares are prized for their distinctive look, and combined with Altaria's soft, cloud like design this card makes a lovely display piece. It is a sought after chase card for Dragon Majesty collectors and fans of Rainbow Rare cards alike.
